EA disabled it after the 2021-2022 patch because it conflicted with the events system, institutes, festivals, etc. (I prefer clubs a thousand times over, obviously) You have mods that may fix this, there is the "clubs improvement mods" within it has a submod within the mod called "club auto gathering restored" that reactivates the autonomous situations of the assigned club places. Then there are others like "Club events Fix & Enhancer" and "More club interactions", which I don't know if they also recover what you are asking for.
