How to improve the camera control?

The first one I encounter is in the build mode, when I copy a balcony and snap on the upper floor, it just can't detect the location and confuse with everything behind. The second one is the play mode, I have a 4 floors house, it is difficult to keep my camera on particular floor without automatically going up and down, that 'change floor' button is not always working as I wish, I wish there is a way ( i think in previous sims) when you select a floor, you are fixed on that floor.
