@NaodyrHere's the issue. I've seen gorgeous homes for download only to find that I can't get into a bed, can't cook (some object is blocking it but moveobjects ignores the conflict) or rooms are so jam-packed that it's practically impossible to use them. All of this means that the person who downloads the lot now has to alter it so that it's entirely functional.
I appreciate all the work you put in but that's the reason for the warning. The game has no way to know which lots are fully functional and which need to be fixed.

Even with MOO on, there are still a phenomenal number of houses that simply aren't playable. Most players design their houses to "look pretty", not to actually be played.
I tend to stay away from houses on the gallery unless it's an interesting design and I don't mind putting in hours of work fixing it.
Between most houses pathing being blocked by something "pretty", and hidden basements with super-expensive stuff just to drive up the price "Look at my Million Dollar lot!"... most lots on the gallery aren't worth it.
