There may perhaps be items nearby that are stopping the sim from going up or down the stairs. Try removing any items nearby such as lights, or wall decorations, or items near the bottom and top of the stairs.

MadisonDawn99 From what you are saying, I assume you're playing on a computer and when you say that it works in build mode but not in live mode, I assume you are talking about the camera. If so, does the icon to change floors grey out or just not work?
What do you mean when you say that you don't have any mods on? Are you saying that you use them but turned them off in Game Options or did you move the mods folder out of your user folder for testing? Are you using any camera overrides or addons such as Gshade or Pose Player which are not in the mods folder? Have you tested without them in the game? Have you modified the camera.ini file?
Is the problem in just one lot or all of them? What is the lot venue? What have you tried in the way of troubleshooting the problem?
Please provide any additional info that you can so we can help you. A couple of pics might be useful too.

Hello! Yes, this is on my computer. I don't have any mods just expansion packs. I'm in the wizarding pack house realm. So far it seems to be any lot even in like newcrest. I assume it has to be some sort of user error because I'm not tech savvy. But everyone says up and down arrows for changing floors and it doesn't change the floor I'm looking at. It doesn't grey out it just doesn't change the floor at all, I just stay at the base level. Since I just began I have thought about just saving the family or remaking the family into a new save and seeing if it helps at all. I don't have any camera overrides or anything mainly because I didn't know they exist. I tried to look up for any updates on the game and like closing out and going back in, but my next step was going to be making the family again and seeing if that works! Thank you so much for taking the time to help!!

MadisonDawn99 Ok. Just to make sure that you are hitting the correct icon to change floors, it is the middle one shown in this pic.
It looks like two triangles. One pointed up and the other pointed down. You click on the upper one to go up a floor, and the lower one to go down a floor. If there are no floors above the current level, then the arrow will be greyed out. Same for floors below the current level. Sometimes you might have to move the camera with the mouse to see another floor.
Before you start the game next, run a repair. That is done in the EA App without the game running. Just click on the "The Sims 4". Then when you get the popup where you hit play, hit the Manage button. Then hit Repair and let it run. Once it says it's done, open your Documents folder, then Electronic Arts, then The Sims 4. Delete the localthumbcache.package file. Close the windows and go back to the App and start the game.
I doubt that remaking the household will do you any good.
If none of the above works for you to be able to view all floors, then come back and we can go from there.
