If a sim dies can I download a new version of them to my neighborhood?

there should be no problem doing this. You can even have two Goth families (for example) in the game. They won't have any relations to the each other. They are like separate Sims. You would need to redo any families ties if you place them in an existing household.

You can, yes, but you can also click on their headstone and select "keep soul tethered to this world" (or something like that) and it will keep them around indefinitely. The game will notify you when theyre about to "move on" so you can do it again.

you can also use a spellcaster to bring them back to life with the dedeathify spell.

sometimes they die on other lots so there is no tombstone to be found unfortunately.  And I have played a Reaper myself so that is fun to go to the ghost bar and resurrect all the ghosts.  Wonder what happens when all those people show up at their previous homes and find new families living there?  Or they go to their jobs and the boss says "jenkins,  didn't you drown?"  "Yes,  I got better.'

I had a sim die on another lot and could never find out where it was to retrieve it's urn or even try to bring it back. I never thought of the ghost bar! Well, I will remember that if it happens again! Thanks for mentioning it!
