If backyard stuff pack is free, why did my card get charged a $?

Just like it says, why was I charged a dollar when it's "free"?

It is a test to see that it is a live account. The $1 will be refunded automatically It can take a couple of days.

@jpkarlsen Same issue for me so that is good to know. But my card said it was declined and still charged, and the game never downloaded.

@kikilulu1234 If you still don't own the content, try "buying" it (for free) with PayPal. You won't be asked to enter any PayPal account information because you confirm the purchase first. This worked for me yesterday.
