In EP13 Growing Together how do infants learn to crawl?

I have the same problem.

I did notice that once or twice my infant had something in his action menu but then disappeared while loading. one of those times I hovered over it, it said "Milestone" but then it disappeared.

The image of that action was a chair tho so that confused me ...

I think the chair is pull to stand up milestone. I have the can't crawl glitch, resetting worked on the other infant but nothing I do helps. The infant has every single skill but crawl, he even has the tiny dancer milestone.
