@simsplayer818 Evergreen Harbour is my favourite hood of them all, and I've played through several families and scenarios and careers in that hood. I know by extensive playing, that the only thing that change the environment in the hood are the two NAP's I mentioned.
Nowadays, I sometimes cheat, and just get the NAP's without earning the points first by shift-clicking the mailbox, to get that pretty hood. Sometimes I deny my hood those two NAP's and keep the hood fuming and trash filled for storytelling purposes. I have however, not experimented with any other hoods, so it may very well be worth some further studying. However, you will never get the whistles and bells in other hoods, just the green footprint one, though I doubt it will last. But worth a test. ✌️

@BylineBelife I've done the same with the trash filled lots for my crafters to get as much trash as possible...just not in their own neighborhood! 😆
I choose those NAPs you mentioned too, most of the others take over too much. They have such big side effects like Dazed residents or obsessive future cubes! I did have a bug in my last game where all neighbourhoods had max NAPs automatically and I had to get one Sim and his tent to move to every area to repeal the NAPs I hate which are Free Love and Roughhousing Encouraged. Luckily when I started a new game altogether that didn't happen again.
