I actually just experienced something similar to this in Sulani with my sim who was there for a vacation. At first she could fish from the pier that does fishing competitions but then after she reached fishing level 3 or 4 she no longer fished there when I told her to. Instead she just swam to the nearest boat and fished from there. I don't use any mods.
