no you cannot make walls go further than the boundaries unfortunately but another option is to go to a bigger plot

No. You are restricted by the lot size.

I want to use every inch possible, but your boundary for walls and fences is 1 grid square "in" around the perimeter.  You can put other items on those perimeter squares, and even extend the footprint for a swing set, as an example, one grid square beyond the perimeter.  However, anything that extends beyond the perimeter will vanish if you place that lot down after saving the lot to your library.

In real life you are not allowed to build all the way to the edge either and if you have neighbors I think they will object to having a swing taking some of their space.
