It does not, however both Outdoor Retreat and Snowy Escape have tents.

I think there's some other packs with tents too; I forget which ones exactly, but OR is an affordable pack, and SE is an awesome Expansion so both are highly recommended :P

Honestly, if you don't have tents you can nap in a bush, which is uncomfortable but works. Just make sure you don't use the bush for a nap after you've "fertilized" it.
