It looks like the stairs are just having a problem with the section of room/floor where you want to place them. Not that they won't go in a corner at all, but for some reason they don't like that particular corner.
That bit where they seem to think you want them to go down to a lower floor, which isn't there (and say, "I can't), is something I've seen with using platforms. I am not trying to blame platforms so much as recognizing that they can be a bit glitchy.
Couple of things I thought of to try:
1) Can you move the house over on the lot to see if it might be terrain or something under there that is interfering with stairs?
2) I can see you want the stairs to line up with door/entry, but maybe try removing door, getting stairs right and then putting door back in with #MOO of course?
3) I know the roof platforms are on the other end of the house, but stairs can be fussy with platforms - so see if pulling back platform over entry allows the stair placement you want. You might have to put platform back in sections after that to avoid it deleting stairs. It sounds weird, but I've had to do similar things with roof sections at times just to make it so Sims could even walk on upstairs floor.
Just watching the video, I could feel you getting more and more frustrated. The undo arrow is your friend. It has been my savior on more than one occasion when I tried something and it just didn't work... because Sims!
Another thing with stairs is that the stairs with just treads and no risers or enclosure underneath seem to be easier to place. And replace with stairs you like better. If the game gives you that "op generation failed" message, just go out to manage worlds, and, when you come back, all should be well. At least, that's how it's been working for me.
