What is the lot type? How often does your sim change clothes?
it is a regular residential lot. morning and night usually.

does it work on a non-off the grid lot ? Found a report from 5 years ago: [NEEDS INPUT] [LDSP] Laundry appliances not working properly on off-the-grid lot | EA Forums - 11505415 so it could be a bug that's never been resolved.
Off grid laundry is working for me - though I don't have Eco Lifestyle, if that's introducing a bug. The only other thing I can think of is to make sure you're using specifically the Laundry Day hamper, washtub, and clothesline, rather than decorative ones from other packs.
If you definitely have the Laundry Day items - are your getting any last exception files in your user folder?
