[LD] Reaper: Writing Manual can't be fulfilled

The manual is impossible to complete, even with Autonomy disabled on active Sim, someone will arrive on the lot to interact with it and cancels the writing of it.

The writing should be like cooking, continue where you left off.  This is a more realistic way to do any literature.

Ended up cheating past it to level 7 after locking the Sim in a out-away-place with just a table, chair and computer on the lot, 3 levels down with no access to anything, with all needs frozen at max.
