Loading a save without lots adds apartments

I created a new save and removed all lots & apartments. I wanted it as empty as possible. Then I made a copy of it and populated it with lots I chose. Now I have to do that again for reasons not rele...

No change yet. Guess I just bulldoze them all again for now. They were supposed to be empty.

Will report back if it happens again.
