Mailbox is not working

I don't receive any mail in my mailbox.

I've been waiting to receive crystal elements from GEO Counsil for my aspiration for a few sim days, I never received it, I had to cheat away the milestone. I also don't get the bills (but I can pay them via the computer) I also cannot self-publish or submit to a publisher any of the books my sim writes. The book from the list is grayed out (attached is a photo of the issue). The only fix I can find is replacing the mailbox every time my sim returns to her apartment but that only fixes the book publishing, also I cannot replace the mailbox in the apartment shared space, I can only place a new mailbox inside my sim's apartment which means I have two mailboxes. 

I don't have any CC downloaded. Are the apartments bugged like this? I don't recall having this issue on another save at a house.
