Martinez Family Scenario - 1/2 Kids played with Toys - STUCK

I looked around and can't find an answer to this. I've found similiar issues but they weren't part of a scenario -- or didn't seem to be.

Basically I just started playing this scenario. 1 out of 2 kids have played with a toy, but it doesn't say which child. Both were directed to play with a toy. Sofia was directed to go to school before she leveled up in creativity (or is it imagination?) unlike Leo. They went to school. I've had him replay with different toys. I've had Sofia play with different toys. It would really help if this game would indicate which child did the deed and for how long they should do something before getting credit. 

All else is fine. I've tried leaving the game and returning. I've removed cache files in case of corruption. What's the trick?? 

Last time I tried to play this scenario, I was fine until they aged up to teens before I could get them BOTH to go to school focused. Then it never went away, which is ridiculous. 

Maybe it's the scenario, utterly broken. 

Advice? 

I have no mods, no cc. I have all the packs and stuffs. My game is fully updated to the latest version.
