Steps: How can we find the bug ourselves? Create a mermaid in CAS. Give her different swimwear in both forms.
What happens when the bug occurs? Sim's top clothing will change to other form top when switching between the two. This includes hairstyle and makeup.
What do you expect to see? Outfits and looks to stay as I set them.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I created a mermaid in CAS. Gave her a normal sim form with outfits and a different look and hairstyle for her mermaid form. When the mermaid came out of the water and turned back into human for I noticed the top of her outfit was the scales I put on her memaid form but she had legs and was wearing the bottom half of her human form outfit.
