Mixed up families

Is anyone else having new-game issues where families are all mixed up at the start of the game? I only have four packs, but at the start of my games I would have thought the Sims families would start off in their traditional houses and towns with their spouses.

At the start of my last new game:
Mortimer Goth is in a tiny apartment in San Myshuno with a townie wife, their baby and an adopted baby.  Ditto for Geoffery Landgraab.  The exs are still in the big houses, but all the kids are with their dad, his new spouse and two babies.

The Watson Family is also living in San Myshuno and some random townie has the family farm.

Lily and Victor Feng are in a small cottage in rural Henford-on- Bagley (as if!)

Layne Coffin is married to Katrina Caliente and living in Oasis Springs.   etc. etc.

Is it normal for characters to be all mixed up across packs at the start of a new game? I don't remember this being an issue until recently.  It's not the same from game to game, but still a mix-up at the start.  

PC and only MCCC mod. Neighborhood stories not on.
