There's an issue with npcs owned retail lots and another issue can be that if you have a big family, you overmax the lot limit.
There can be no more than 20 Sims on any given lot (I don't know if that varies if you have a lower spec computer). All your household Sims also count and each mannequin on a lot counts as half a Sim.
Since you have it on every lot you build and I doubt that you put 40 mannequins on every lot, i don't think that's your issue though.
Have you tested a new save game to see if the same happens there ?
