Is there enough counter space? Try making sure that there is an empty counter nearby.
I am sorry that you are having this issue.
Is it happening with other households also? Try testing to see if they are having the same issue with cooking.
If they are, then try resetting your sims 4 folder, and testing in a new save game without putting back any of your data in the sims 4 folder and see if the issue remains.

rosemow Thank you for all your help. I just deleted the entire save because i had just started it and had no other households. It seems to be working fine now so hopefully it stays that way.
