My sims keep glitching when I press woohoo option

It does not matter if it is on their bed, in the shower, or in a bush. Every time I press the woohoo with sim option they do their happy dance with each other, they "reset", and cancel the action.

I have almost every pack, excluding the kits. I removed ALL my mods to see if those were an issue but they were not. I restarted the game. It is a brand new save file, I just got a new PC so it basically is a new game install as well.

I sold and bought a new bed, and I removed everything around it, but absolutely nothing is working. 

Editing to say that I deleted the localthumbcache, and repaired the game, I still have this issue.
