"Navigating Needs" keeps popping up and won't stop!

As I stated, "navigating needs" keeps popping up and literally will never stop and I read the part of the tips that it was directing me to and that didn't work. It still pops up no matter how many times I exit out of the "navigating needs" notification. Please make it stop because I have no idea how to do so!!!
