No option to draw tattoos

I'm not sure if being able to draw tattoos is only part of the new pack (which I think would be stupid because I don't care about the new pack at all, I just want to be able to draw tattoos) or if there is (somehow) a mod that is completely removing my ability to. Still, I am completely unable to draw tattoos.
The organization of tattoos is as it should be, but the option to draw them doesn't appear. It's just completely nonexistent. My friend is able to, but she does have the new pack too, so I don't know if it's that or if something is completely wrong with my game. I had to redownload the game last night anyway because I had some issues with my external hard drive (where it was downloaded), but I checked back today, and I still can't draw tattoos.

Can anyone help?? Am I the only person having this problem???
