No skill books in library

I know how cheats work and that I have to turn on for it to work first.
I figured after I made the post that someone was going to suggest the obvious, so it's on me for not being thorough enough in my explanation.
When I say download from the gallery I mean a creation by another simmer, not a creation by EA.
If you like to test it yourself, the creation was "Library" by user vpmh87.
Situation still very much unresolved. I would like to be able to read skill books at any library, not just the standard libraries that came with the game.
I think I will leave your question to someone with more experience in the game 🙂 Maybe @PugLove888 or @SheriGR have some insight that could help?
