No Vets?

I don't know if this is an issue that has already been posted, but I did look through the most recent posts & didn't see it, so if it's there, I'm sorry I missed it. 

I play on PC & the only mods/cc I have is MC Command Center. The sim that I am currently playing just adopted a cat through the adoption event (I think this event occurs when you play as a resident in a residential rental). I wanted to take the cat to the vet to be spayed, but when we arrived at the vet clinic, there was no vet. I even signed in, waited for a few minutes, but no vet appeared. 

Then, I went into manage world, bulldozed that lot & put the vet clinic down at a totally different lot in a totally different world & still, no vet appeared. Then  went back into manage world, downloaded a sim that had full vet skill, moved him into a lot & had him purchase the vet clinic, hired another vet & then tried again to visit the vet clinic with my original sim - still no vet appeared at the clinic. 

So, I'm out of ideas of what to try. I don't know if anyone else is encountering these issues, but it would be great if this issue could be fixed. Thanks in advance.
