Noisy Neighbors Handled Poorly

It seems to never fail whenever I make a new Sim to live in an apartment, the first night they try to go to sleep (whenever that is), the neighbors turn on super loud rock music. Doesn't seem to matter either if the neighbors are elderly people or a family with a small child. It's like it's programmed into the game to make apartment living more challenging? So, being that I don't want to put up with that poorly handled "game mechanic", (since talking to them does nothing, so we basically have no recourse), I evict them. Well, even after being evicted, the noise issue persists for some hours, and sleeping is not possible.

Is living in apartments supposed to be "hard mode"? It makes no sense to me, and I have decided that when living in apartments, I will preemptively evict neighbors. Very poorly implemented.
