Not recognizing second floor apartment or city living apartments

had this start happening in my game all of a sudden this shouldn't be happening the lots are unplayable i did manage to fix a small number of them by moving the sims out of the lots but others the lots get an error code when loading and some i've had to straight up delete the residential rentals on the lot to rescue them but it keeps spreading and infecting other lots and i don't know if this is a save bug or what have you because my other saves don't do this
