Being a fan does not have anything to do with personal wealth but how famous your sim are.

Not which type of Sims spawn Fans NPC
Any passing sim that are not themselves famous or at least introduced to the famous sim will be a fan.
@jpkarlsen So you stated that it is totally random?
Also, I see that the generated fans NPC have generated a specific fan behavior trait too
For example touchy fans, etc
Will the trait be gone later? or stay in the already generated fans NPC?
