NPC Sims Won't Work

Product: The Sims 4
Platform: PC / Windows 10
Which language are you playing the game in? English
How often does the bug occur? Always (100%)
What is your current game version number? 1.113.277.1030
What expansions, game packs, and stuff packs do you have installed? All expansions (bar businesses and hobbies as of right now), all stuff packs & game packs. Only missing some kits.
Steps: How can we find the bug ourselves? Go to a Community Lot with an NPC that works there.

What happens when the bug occurs?

I have experienced this bug so far at both Restaurants and bars. When going to a bar the bartender will stand outside and never even enter the lot. The option to hire a bartender is greyed out saying one is already on the lot. If I force them to leave and a new one spawns they will also not enter the bar. If I spawn in to a bar and the bartender is tending the bar, the option to order a drink or food does not appear.

At restaurants, my sim will sit down and have her order taken but the chef simply repeats cooking non-stop and no orders seem to ever arrive. My sim sat for 5 in game hours and never received food, nor did any other sims. I've also noticed less sims spawning at community lots, and those that do leave very quickly.

Cafe's seem to work fine, the barista automatically goes straight to the barista stand and the options to order food and drink are present.

I am getting a lot of Last Exceptions being caught by Mc Command Centre but as the server's support channels are currently closed I'm unable to enquire for assistance regarding these. 

What do you expect to see? NPCs functioning as usual.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes, only CC, MC Command Centre and UI Cheats extension. The latter are both freshly updated.
Did this issue appear after a specific patch or change you made to your system? Started after the businesses and hobbies update. My only theory is to do with the glitching of the lot types where it's setting areas oddly. I'm not sure though, it's just a guess.
