NPC won't die
I'm trying to kill a bunch of townies by locking them in a basement. They've been down there for weeks and none of them have starved. I've also tried drowning them...doesn't work. I can't get a fire ...

Have you tried toggling death to see if that fixes it?
Taken from videogamer website: death.toggle - Toggles the true/false value of death - when off, death is disabled and no sims will die.
