ok to delete localthumbcache.package even if we never go online to play?

I stopped updating my game after 07/10/2018 patch, because tired of all the cc they break, and I only play offline now with my internet off since. 

Lately I read it's good to delete localthumbcache.package when removing old cc, so old cc removed with lingering stuff won't cause problems.

I'm just wondering, since I never go online anymore with my game, is it still ok to delete that file and will it still generate a new file of it, even though I'm never online when playing sims 4?
