If you don't have sims in your played sims bin, the game will cull them. I use MCCC to prevent this. But I don't think there is an in-game setting for it. However, I can't even imagine why they would still be in the game if they are not in any bin. That is creepy. Its like a real ghost sim Muhahaha!
My suggestion would be to turn cheats on and the next time you see Vlad, shift-click on him and select Modify in CAS. Then upload him to your library. That way you can download him from your library when you are ready to move him into his new digs. I do this to save any progress I have made on them as far as skills, etc.
