My suggestion would be to turn cheats on and the next time you see Vlad, shift-click on him and select Modify in CAS. Then upload him to your library. That way you can download him from your library when you are ready to move him into his new digs. I do this to save any progress I have made on them as far as skills, etc.
yes i will probably add him to my main family that already knows him and then move him out on his own to a lot but i really don't know how many other sims of mine have done this and i dont understand why these households in particular
i mean i have tons of homeless sims that all show up in manage households
