ominous sim voices?

in live mode, when my game is unpaused, I sometimes hear voices of sims that aren't mine. they're usually flirty/excited/generally talkative, and I know the voices aren't coming from my sims.

I gave my sims different pitches (helps me differentiate those "other voices" from my sims) to see if the audio simply wasn't synced up or something, but no, the voices aren't theirs. Also, when I zoom out, my sims get quieter, but the other ominous voices are just as loud no matter how far i scroll. 

I don't THINK it's an issue with mods, but it might be. I tried googling/asking around and the only other mention of a problem similar to this came from a sims 3 mod aaages ago. not sure what to do.

one more thing: the voices are more prevalent in san myshuno. I don't know if that helps or how to tag this:( so i am tagging it as lag. sorry.

    2ywtrhs9qypr​  I think those voices are probably just background noise.  I hear them too in various places.   Sometimes they do get a little loud though but the volume changes depending on location and time of day.  Sort of like noise you hear on a city street.  Some are soft, others louder.  You probably don't hear them in other, more rural worlds, but you still do hear some type of background noise there.
