Regarding the 5 simoleons issue, I found a thread that addressed the issue but doesn't work. If you evict the tenants, replace 1-2 furnishings while its vacated and go back to the landlord (active household) the max rent does change to a number you'd expect.

However, once you go back to the tenant as your active household the bills information is still 0.
