Only Residential and Residential Rental lot types available

Do you have a Sim living in the home ? If so, you can't change the lot type. You need to move out the family first.
If you want to have a small business on your residential lot, just register a small business from the business tab in the lower right corner and it will auto-change into a small business residential lot.
