Part-Time Jobs from Island Living Not Available?

I wanted my teenage sim to work in the diver part time job from island living, but when they go to get a job the option to join the diver career isn't available. I went to check what all the other part time jobs are and found out that the fisherman career, also from island living, isn't available. It's not all of the island living ones because the lifeguard career is still available. I wondered if its because its a teenage sim trying to get the job, but I can't find any mention of teenage sims not being able to work these jobs. Is it because they're a teen or is this a bug?
