My sims (not active household) sometimes get dressed up for events, and may wear (excessive) jewelry and have tattoos but when I play them I simply switch back to normal clothes and they're fine. Sin...
- @IrisuChan You can change all the outfits for non-active Sims through Manage Household. Tattoos aren't on a per-household basis, though. For some events, such as City Living Festivals, the game has separate rules, though, that override the outfits.
