Pets can't breed

I'm playing with the sims 4 since it released. Before now, breeding for pets wasn't a problem. Now, if i'm adopting a not spayed female pet and my sim encourage her to mate with a male the breeding is always unsuccessful. I have tried it with 2 CAP dogs in the same household too, but it doesn't work as well. 

Can somebody help me?

I would be very pleasant if the EA could fix this soon.
