Placing lots from the gallery crashes my game or leaves it endlessly loading

My game otherwise is fine however I find it frustrating when I find a build I like but I am unable to place it due to this constant problem.  I am connected to the internet and initially it'll work fine but when trying to use it repeatedly, such as trying out multiple uploaded lots, the gallery will become stuck on the loading screen and or my game just crashes. I removed my cache, localthumbcache and  repaired the game but it still keeps happening. I have heard that the Horse Ranch expansion pack could be a cause of this bug, which I do have. However I find it ridiculous that a pack I paid for disables a free feature in the game, and that there would be no other solution to fix this issue. If there is a way I can fix this simply on my end I would highly appreciate some help, but if it as issue on the EA apps end I would hope fixing this issue becomes a priority.
