Popultion Not Counted Correctly

Steps: How can we find the bug ourselves? Start a game. Go into Manage Worlds. Edit or delete Townies.
What happens when the bug occurs? I have my game set to 80 sims max. Starting a new game it shows 1 Sim as populatiom, fine. As soon as I edit any townie household, the tool removes the household from "other households" and puts the edited townie into "my households". So, if I edit 2 townies, my poplation is set to 3, even though all I did was change their clothes or somthing. If I don't edit any Townies, the population stays at 1.
What do you expect to see? Correct population count, so that I know when I'm exceeding my limit. I've been warned by the game that my population is too high when it's not.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Attached pics, don't konw if they help. In addition to the above, the popultion doesn't decrease when I delete townie Sims from "other houselholds". I deledted Eliza Pancales, but kept Bob. It increased my population count to 1. I deleted the BFF and Spencer-Kim houssehold and the population did not decrease. However, if I delete all of a household but 1, it adds 1 to the population.
I usually give townies makeovers, so this bug is making me exveed my cap. It eventually prevents me from editeing households without increasing my max population first.
Removed mods, cleared cache, glared at my monitor to no avail. Fresh game, fresh sim.
@sushicrow--80 (or the other options under 'maximum Sim count') is not the save file's total population, it's the number of favourite Sims you have set. as in, those in 'my households', which are protected from culling. if you remove the heart from, say, Bob, the count will go down to 2, since you'll now have 2 protected Sims, and Bob will go back to 'other households'.
moving a Sim there doesn't delete them right away (you'd need to do this in CAS, or from manage households itself, for it to be immediate), but if they're not living in a house and are unplayed, the game might cull them. any Sim you've favourited, however, is safe.
