Problem with actions in romance tab

I cannot make my sims have any romantic interaction in the romance tab, i can only give romantic gifts. 
Why is this? Is it because of the lovestruck pack? I haven’t bought it but i don’t think it’s fair that we can’t have romantic interactions without an expansion pack.
