Single Sim and two bedrooms each with a bed should work. Are there any pets in the household. For some odd reason a bed spot is also required for each pet. Most likely because pets count towards total household members.
No matter how many beds you have you do have the option to only accept one roommate. Just cancel the ad once you have the one you want.
Fun Fact: I was playing with the roommate option when it first came out. Thought I was going to be slick and use a tent for my main Sim. Tents do not count as sleep spots when it comes to roommates. Lesson learned.
Yes she has a cat and dog. I just bought the Cats and Dogs EP. 🙄 That is just lame that the sim beds count as pet beds too. They rarely even sleep on a bed. They have their own pet bed but don't use it. TS3 didn't pull that nonsense.

@SweetEmotion247 It is rather that a pet is part of the household not that they use the actual bed. Very weird rational indeed.
I remember putting down pet beds in TS3 just so toddlers could take naps on them 👼
When I add roommates I give them single beds to take less space. They also like surfaces in their room to put their things,
A dresser, side table or desk keeps them happy. I mistakenly deleted something that belonged to a roommate. They were none too happy. 😬
