Sadly, the game doesn't really do multi venue lots (aside from the built in "thrift store and bubble tea" venue that came with HSY). You'll probably have to hire a vendor.

- @xochiquetzl_xkvn Oh, that's a bummer. Is it possible to hire someone even if the lot is not owned by a Sim?
If you want/can use mods: LittleMsSam has a great mod for this called Auto Employee. I use it all the time and it makes community lots a lot more immersive.
Yes, anyone can hire a vendor. Also @flauschtrud is correct that there are mods that address the situation, if you use mods.
