(Edited because I solved [or should I say, found] the problem myself, lol)
Had a similar issue, too. This time, when I wanted to save a played household (gonna call it H3) of mine which had a small business implemented through save while playing and save and exit, it also showed the same Error 0 (failed to save error).

Mind you that I do have another played household (calling it H2) which also has a small business but I was able to successfully save it.

The problem that I solved was that when I let one of my sims who has a live career own a small business, it wouldn't let me save the game; however when I let another sim of mine (in the same household) to own the small business, my game finally saves successfully.

Try checking to see if your current sim does have a live career (if you have get to work) and owns a small business. If your sim doesn't have a live career... then it's just me not checking through my mod folder again. 😅

(note that I don't own a console, i'm playing ts4 on windows 11 via steam)
