Hi there @OliviaHill5 happy new year. I think this may be the issue you're describing with landlord property ownership. There are a few tips on there to try out that might help. Also if you want to click Me Too on the first post on page 1 and add a reply if you'd like to do so. You may be prompted to fill in a bug report.

If you don't see your issue that's okay, just got to Sims 4/Bug Reports and select New Topic. You can report your issue there. If it already exists under another title it will be merged with the existing report. It all helps when working towards fixes and updates for the game.
With your glitchy horse issue, it might be the same problem I'm having where the horse is glitching around, going through solid objects and teleporting. Here's the bug report for that if you want to check it out. I've added images of my horse going through solid objects and actually floating over water on the last page. No tips to fix that as yet unfortunately though.
