@mohammadali118, thank you for your update on your situation. Your Mods/CC sound like they are probably not the cause, if you did all the steps above, especially deleting the local them cache file.package. ๐คจ
It could be a bug, like @RavenLure suggested, but it could also be a glitch where something is blocking your path or counter or stove from letting your Sims cook.๐ This would sometimes happen before the recent patches , and can happen in older or newer builds. Sometimes it is a shelf above where the Sims cook, or a light fixture, wall decoration, or even a dirty plate that got stuck in the wall (it has happened to me before โน๏ธ). There was also an older bug where if your Sims had any plates hidden in the home they wouldn't do certain actions like clean up plates that weren't hidden but I think it was fixed. ๐ค

@mohammadali118 I'm guessing it may be the Mods/CC. It sounds like you were wither not able to fully test without them and the cache cleared, or there was an issue with them and the patch and how they're activating or something? Neither @PugLove888 or myself use Mods/CC, so though we can provide directions for testing without them to troubleshoot, I think either @CGrant56 or @RandomBuzziness would be good to consult on if you are having an issue with the Mods/CC in combination with activating them correctly, so I am tagging them also in hopes that one is online now.
What concerns me for the usual suspects is that you said it happens on a different household also - that they are unable to reach the food when they go to prepare it. Now if there is a similar setup in both cases with something blocking that could be possible. Have you tried moving the stove and a countertop and the refrigerator into the middle of an empty room (or even the yard) with plenty of space then see if the Sim has an issue getting to it from there?
Another couple of things that would help us is if you could provide a screenshot, and if you could upload the lot or the room that you're having the issue with to the gallery. If you upload it we could test it in our game and see if we see the same issue or have suggestions. If you upload it to the gallery, please provide us with the exact name of the room or lot, and your name in the gallery if it's different than it is here.
