Removing sim from family unenrolls them from university

I added a townie to my family to teleport them because they were stuck. This townie was a university student and my roommate. When I removed him from my family, it unenrolled him from the university completely. So I added him to the family again and used shift click to enroll him again. Once I did that, I removed him once more and again, he was unenrolled. How do I stop this from happening? I want him to be my roommate and a student again, but I don’t want him to be part of my family. 

Things I’ve tried:

- enrolling and then splitting and moving from household 

- enrolling while part of a different household and moving into dorms (this results in a merge between my household and the townies which I don’t want) 

- marking my current family as unplayed to avoid a merge 

gameplay issue

    Remove him from family and make him your roommate! Then once he is your roommate switch to play with him and then enroll him! Hope that helps!!!
