Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game in a new save.
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.
Thanks for the replies everyone! I had already moved the mods folder to desktop and deleted the localthumbcache.package before posting this inquiry. I can try it again. Normally I can problem solve issues pretty easily, but despite how often I have seen people complain about bugs in the Sims this is one of the first times in almost 10 years that I have run into one that annoyed me. I also ran Better Exceptions and a full mod scan. I'm guessing there is something that they aren't picking up.
i never use these forums. usually a bug like this gets onto youtube or something but you're the only person i've seen talk about it yet
